Li Shuwen: Burst Damage DPS, semi spammable NP (assuming crits).
Cu Chulainn: Survivalist and Last Man Standing.
Raise both because they have different role.

Should I Level up Li shuwen
Really guys i can't decide i think cu chulainn is enough to do lancer's job but li shuwen is a tier(according the this web page) 4 star servant I don't know what to do

I'm definitely leveling him. Cu just doesn't do much damage by himself. He's great with crit spam, but Li's higher rank just makes him more reliable for DPS.
