Who said he is the best ruller?

He definitely is a very good ruler. His NP and skills definitely do help as well. But I wouldn’t say that he is the best as other rulers can be just as good too. Just like Jeanne or Martha as they are both very strong in what they do. Jeanne is good for healing/survivability and Martha is good for damage.

He is definitely a great ruler, my favorite one in fact. I enjoyed using him a lot on JP. He has high hit counts on his cards, crits like nobody's business, and has really good np gain so he could fire his np almost back to back plus the effects from his np are also really good. Also, since he's ruler he takes less damage from every other class except zerker and avenger.
