Which one you should level first is kind of dependent on what your team comps are, though if it doesn't matter too much, I would say Nero first for her ridiculous survivability and general use in most comps, she can fit most anywhere as a backliner like Herc or Cu.
If you run Buster crit teams and plan on trying for Merlin, get Rama up first, as he has the highest damage ceiling out of all of them, though he trades it for less general use outside of dealing damage.
Sadly, until Siegfried gets his strengthening, I'd suggest leveling him last, because as of right now, he has little use outside of fighting Wyverns, Liz, Kiyohime, or members of Artoria's immediate family.
Unless you level George and have him turn things into dragons for Siegfried.
