I don't know anything about the timetable, but you will definitely benefit from waiting until he's on the banner. If you roll now and get an SSR it's very likely to be Nightingale, and Cu Alter is still competing against every other SSR.
I definitely forgot he was story locked, so there's not even a chance of getting him from this singularity banner. Wait until the 3rd one if you want him.
Cu Alter is story locked, meaning he'll never appear outside of the story banner unless another banner has him on a rate up. With how many 5 stars there are in the game, waiting for his rate up would definitely be your best option.
In the JP game, Cu Alter had his rate up on the 18th of May, a month and a half after E Pluribus Unum was released.
You cannot get Cu Alter on this singularity banner. You can check the Summon Info for the exact list of what you can get, Cu Alter is not there.

Cu Alter is coming sooner than expected
In Japan his banner would appear about one or two months after the singularity release, but seeing that they already release Medb's tomorrow (and it lasts until the 4th) I think it is safe to say that Cu Alter's Banner will appear either next week or in the early April.
