Hi, as a new player i was reading about the game and I read that it is best to reinforce a servant using only lvl4 EXP cards and burn lvl3XP cards for Mana Prisms.
What about lvl 1 and 2 EXP cards?
Do you recomend this metod to reinforce servants?
On the other hand as long as I am a new player a few quantity of servants most of them on lvl 1 exept for mash and Tamao Cat
Sould i must powered up some others?. I have

You may as well use them, especially early game. You don't get much for burning them. Also, level any character you have any interest in. This game is easy/forgiving enough that you can play with any servants you like (even if they're weaker than most others). And every servant has unique strengths that are worth trying out. You will eventually get enough exp to max out a ton of servants so there isn't much risk of wasting exp.
