NP gain is determined by the base NP gain rate. So you could have a servant with low hit counts like Carmilla, with 1 hit on her only Arts card and 2 hits on each of her 3 Quick cards with NP spam abilities, as her base NP gain is a ridiculous 2.15%. Conversely, Tamamo No Mae has 5 hits on each of her 3 Arts cards, but her NP gain is only .32% per hit, so she doesn't gain NP that quickly.
Crit Star Gen is highly dependent on a servant's star gen % and the number of hits on their Quick cards and to a lesser extent, Buster cards.
