Usually a little before an event start would be great so you can finish fuyuki, get some quartz and reroll for a good 5 star. But are you sure you want to start on the JP server now?
The JP server has progressed so far and with so many event already had their re-run and probably will never come back, you will miss out on so many welfare servant and CE. Not to mention with the new break system the dynamic of the game has changed so much. I used to do the JP server but when I hear they have other server starting I switched over so I can get all the goodies.
