Caster dailies might have a higher drop chance, but your best bet is just to wait for a event and see if a event node has a higher drop chance +plus the event shop might have it.

Problem with serpent jewel farming?
I kept farming for serpent jewel in ship graveyard for 3 days, but there's no one drop. Is there better way for farming? or i just have to commit my bad luck and keep farming in ship graveyard.
