I've been wondering if Minamoto Raikou and Ibaraki Douji is the next rate up banner any ideas?

If NA consistently follows the JP event banners, which it has, the next banner will be Journey To The West which features Xuanzang.
Next comes Onigashima, which features Raikou and Ibaraki.
