In short, Osakabehime is usually viewed as an inferior Quick support compared to someone like Skadi. I think the general rule is that you are better running double Skadi than Skadi + Osakabehime. Her niche seems to be that since she's an Assassin, you can more comfortably use her on Rider notes where Skadi is vulnerable.

She can be a buster support too now. Her heal ability from NP also got upgrade.

Some players expected her to acted as saver for Quick oriented servants, but apparently not since (1) her NP is great, but need time to activate her NP, and (2) well, Quick team is still not same mechanism as Art team since the NP gain of Quick card is still inferior than Art card and no Art chain. Hence it is really a problematic for Card choose and team composition. Will you pair Osakabehime with Waver to face Riders? Or have Osakabehime to support Quick Riders (Kintoki, MaidAlter, etc) to face Casters? (3) Assassin has awkward star abortion if she/he is support.
Therefore, in normal cases, she is not capable to carry the whole Quick oriented team, which means her supportive ability even wont be great than some SR supports, like Caster GIl. You may find "why not just use Waver/Hans as these Quick DPS?"

The Quick team is almost dead until come of Skadi.

BUT, Osakabe still has superiority. For instance, it is not wise to bring any Caster supports in fighting with Rider Boss (even Marie). So Osakabe could be one idea for Quick-oriented Assassins like Jack+Her+Shishou Assassin. It is even better to have dual Osakabe as supports to face any AOE attack-type boss then every team member could gain NP from enemy's AOE attack (like grand dragon), dual Osakabe could release her NP soon and accumulate Snowball effect.

Another thing is Skadi. Yeah, indeed Skadi is top-class support for Quick servants, but they are focusing on somehow different directions. Dual Skadi means that your Quick DPS could chop enemy in 2-3 rounds. But Skadi+Osakade means you will somehow more focusing on a durable fight. Recently JP players are still developing way of make combo of Quick DPS + Osakabe + Skadi great like Critical Art team (near perfect for both damaging+durability considerations).
Also you still cannot easily put dual Skadi in fighting with Riders, since unlike Merlin with HUGE OP healing and 2nd skills (dual Merlin=more OP, Gampa + dual Merlin is also very frequently used), it is a challenge for Skadi in self-protection as well as provide team defense-up/healing. Osakabe still worked good on that.

Overall, her general supportive performance is not quite universal as 4 supports, only slightly better than SR level casters. But in specific cases, she could performance great. Just dont expect she will "save" your Quick teams.

I know. she is somehow like Buster support right now. But it still doesnt mean she "betrayed" Quick. Quick and Buster has good synergy (Shishou OG: who said I am a Quick servants only?). It just make her more universal, like make her worked better for servants like lots of AQQBB lancers (no matter B or Q NP), Enkidu, Lancelot, Cleopatra, etc. Skadi is way-too focusing on Quick-only.

However, this upgrade still didnt solve issue of slow activation of NP, and it just make her has more utility to pair DPS. I am thinking another upgrade based on Max-hp up is in fact more great thing for her. NP 2 now can have "fake-healing" or 3000 per turn, and with defense-up than make team more solid.

She became a Buster support? If she can spam NP easily. Herself is also AAQQB deck. No Buster meme.
