Gameplay-wise would be Gil, but as for Aesthethics, for me it's Ishtar.

So I've seen someone on my support list with a NP5 Ishtar and another one with a NP5 Gilgamesh. Which one is better?

Between these two I say Gilgamesh is better at killing servant but farming wise, that mogrel... Wait an Uruk goddess possess her so she's no longer a mogrel. Ishtar is better at farming but her skill required luck and good timing as 2nd skill is probability based and third skill got delay activation.
Saber Daillies or farming nodes like Camelot's throne room. You can also use them if their neutral damage is high enough, my Artoria can clear door waves just as good as my Raikou or any AoE Rider.
If a farming node has servants, Gilgamesh value goes even higher.
Even counting Ishtar's maxed skills like invulnerability, invul pierce, 50% buster buff, party critical damage buff, 50% np charge, and buster up 20% before NP?
Yes. Most of that is RNG dependant or doesn't make that much of a difference since her NP doesn't have an interlude.
