Once you finish the story, just finish the "Special Administrative Area" (Washington) Free Quest and it should lead to Chicago.

No Chicago?
I'm trying to farm for Eternal Gears and the guide says the best place currently is Chicago, yet it's not on the America map. Does it unlock later or is this just me?

I did the Chicago Free Quest 4 times for Eternal Gears also : 0 Eternal Gears (40% to drop) and 1 Secret Gem of Archer (3% to drop). I don't know if I am lucky or unlucky.
