Just like another event that require to complete Fuyuki, if you want to participate in CCC, then you must finish Solomon.
Solomon is a part of main story, so there's no rerun

Next year CCC event
I heard that next year CCC event will require participants to complete Solomon but what’s happens if you haven’t reached Solomon? Do you just not get to participate? Or will there be a Solomon rerun?

You just can't participate. that's mean you will only miss out BB. you still can draw servant from gacha.
Solomon will still open until you beat King of Human, Goetia. it just that you can't play the raid event
