I was thinking about dropping a few tickets but I really don’t want NAmiya. Does she get another rate up anytime?
I’m planning to use the free SR ticket for Gorgon, so other than that option.
Besides this one, there are two Class-Based Summoning Campaigns this year, end of March and end of August. You also get a GUARANTEED 4* at the 10M downloads campaign this September. Unfortunately, there aren't any campaigns where she is the only 4* rate-up. If you're looking for the best chance via Gacha, it's this campaign, and two additional Heaven's feel campaigns (est. early October + January 2019).
She along with Altria lancer alter (another 4*) and depending on the day either reg Altria saber, regular Altria Lancer, and/or Merlin (all three of them 5*s) will have a rate up DURING the free 4* giveaway in september. So you can use your ticket for Gorgon at the same time as you roll for salter.

Then less than a month later in October she will be on rate up with Sakura/Parvati (4*) and regular Altria during the heavens feel event.

Of course this is assuming they follow the JP schedule.
Both of these events will have the exact same chance of getting Salter as now, but will have 5*s in rate up as well.
