I think it means servants that haven't been featured in any previous fate media.

Newcomer only challenges
So, maybe this is a dumb question.. but what does the newcomer description or requirements for the servants in this challenge? Because, I thought it was for a new servant... however some servants such as shishou lancer also counted as newcomer?

The above post is correct. You can use any servant that has come from fgo. This includes any new servants or different variations of old servants that come from fgo. For example you can't use og altria but any lancer or alter version is usable.

Yeah he must have been in something. I'm not super familiar with much of the fate material outside of fate unlimited blade works fate zero and fate apophrica so I can't say for sure.

Gawain is in Fate/EXTELLA along with Lu Bu, Shiwan (Lancer) and a bunch of others

You can use waver? I couldn't when I did the newcomer. Maybe if you have him in form 1 or 2 instead of 3 like I did? I have no clue why you'd be able to use kuro though I didn't try so I'm not sure.

According to the guide, you can't use Waver, but you can use Chloe. I do remember not being able to use Waver, but I never checked for Chloe. It does seem weird that you can use her though.

Yup. Even tho Chloe entered on fate anime story, she isn't include to the story map.

My guess is, maybe newcomer is whenever servants that's not include in story. As you can see, altria saber, gawain, jack didn't include in newcomer, and they were include in story. Only guess tho.
