It will probably arrive with the 2019 New Year Campaign. You'll have to spend rare prisms to unlock it and afterwards spend additional 1k mana prisms per copy.
I believe the Mona Lisa CE will stay in the rare prism shop for a while though, so I wouldn't waste the opportunity to get Chaldea Lunchtime while it's available. You'll have plenty of time to save for Mona Lisa afterwards.
