Missing Summer Event Daily Quest

I’m fairly new, so maybe I don’t understand what’s going on, but I can’t seem to find the Summer Event Daily Quest. I’ve read on here that it should be at the beach, but I haven’t seen it pop up yet. Can anybody direct me to where it’s located?

For reference, I’m at Project 3 at my base (food quest).
