I didn't quite understand the question, but I think you're you mean servants that aren't in the story but got added to the story banner after they were released. I did some quick research and it looks like no servants will be added to the story banner like that, but I did find out that you can summon both ozymndias and enkidy without out completing their chapters in story summon. Final answer No.
