The CEs you need to level up (only 4* and 5* obviously) are the ones you will use no matter what with your main servants who need it. To take an example with one of your CE :
- You have Basakaaa on your main team and you will probably use Verdant then you can choose to max it (or at least level up to a certain point) in order to give your Herc more attack.
What is truly useful with CEs are of course their effects, even if their bonuses for ATK and health are also a plus appreciable.
To sum up : Max CEs you attend to use no matter what, level up CEs that you will use in some cases (20 or more if you can) it can be done pretty fast with only the CEs you will get with the free 10x summon.
For you last question it can seems a bit strange but my answer is (well it is how i think) :
Never stop maxing your (necessary) CEs if you can, as long as they offer you bonuses.
