if you can't level there skills then definitely hans, since his main buffs aren't tied down to his skill levels but rather his NP (you need to NP5 hans though,else those buffs wont ever hit)

Leoniadas as musashi supp
Thus far, I don’t have many units (understandably, only on okeanos, and one multi roll in) I’ve managed to pull musashi, but don’t have any real supports for her. I do have a hans at NP5 (not leveled) but I also just pulled Leonidas. I honestly have no clue who would be better paired with musashi (I don’t have any Merlin friends that have 2030, so I’ve been using Waver) I won’t be able to level their skills for a while

Hans is better choice simply because his supports mainly come from his NP. Leonidas can work as Musashi's support but that's only after you get his third skill from strengthening quest.

Hans. He's one of the best supports in the game, and I'm not just talking among lower-rarity Servants. Even if you can't level his skills yet, his NP alone will keep your team alive during early Singularities.
