Well, gameplay wise Merlin remains highly relevant as best support far into the future while Jalter falls to the wayside slightly in favour of servants like Ozymandias later on in the game. This is because her main speciality is in high burst damage, which becomes less relevant as the bosses eventually gain multiple health bars. That said, she is still a really good servant to have, arguably the best Avenger (and it's always good to have at least 1 of each class).
Depending on how many SQ you have saved up already, my advice would be to hoard tickets until Jalter's banner and spend them all on her, along with maybe one or two 10 rolls if needed. Then spend the remainder of your quartz, including everything you get from now until year-end, on Merlin. (This assumes you'd still have >300 SQ for Merlin after spending a small amount on Jalter. If not, you'd probably be better off saving for Merlin.)
On a final note, I'm obligated to say that if Jalter's best girl factor is high enough for you, roll for her over Merlin since there'd be no shortage of 10/10/10 Merlins in your support list.
