if i use ozy skill to increase buff rate on an ally with necromancy, does it increase the odds?

Ozy's skill works on skills, not CEs, and the number of times you get revived with Necromancy is determined at the start of the match, so nothing you do during the match will change it.

Also, description is meant to give more information then just the basic question. For example, asking what skills DO work with Ozy's skill (Imperial Privilege and Hans' NP, obviously).
