Yeah. The more active your friends are, the more likely they'll appear on your support list.
I guess the only way to use the support from your non-active friends is to unfriend all of your active friends.

Friends who have left never selected for support list?
While I was playing Camelot and Babylon for the past week (just cleared them both!), at times I wanted to get a certain's friends support, but it never offered them to me even if I refreshed the list *a lot*. So, today, I decided to sort the support list by login descending, and found that after maybe 20 or so refreshes, the "oldest" friend offered logged in no more than 2 days ago, and I have 8 out of 47 who haven't logged in for longer than that.
Does the game only offer you recently logged in friends for support?

And that is why many people unfriend people who haven't logged in for a while. Some people is anyone who missed a login bonus, others are more forgiving and have a longer grace period.

3 days is the limit for me regardless of line-up since I can't make use of it no matter how awesome. The only exception is the one guy who basically carried me through my first two events with lvl 100 servants with perfect CEs for what I needed them. Thanks to him I could get NP5 Ridertoki and MLB Sumo Tournament.
Which is why even if he never returns (25 days now) I'll always keep him in the list.
