According to the drop rates spreadsheet, London: Southwark has the best drop chance and lowest AP per drop. On average, you'll have to run it 22 times to get 8 drops.

Another source says they drop in the interlude for Cú Chulainn. No idea what the drop rate is but since there are only two quests, you'll probably still have to farm London to get the rest.
