Do skills scale with servant level?
I know skills have their own levels but does it scale with servant level? Like if two Merlin’s one level 1 and one level 80 both used dreamlike charisma lvl 1 will it buff atk the same? Also same thing with noble phantasm?

saberlord answered the skill question.
For NPs the damage of an NP will scale with level as the attack of a servant increases, as NPs do a percentage of base attack.
However with Merlin, Waver, and other servants whose NPs do no dmg, there is no difference with servant level.

The answers given are correct in that skills do not change with servant level, but I should add that any that give percentage buffs to ATK (or HP, but I can't recall any atm) will cause your servant to do proportionally more damage as they level, since their ATK (and HP) changes. This includes even indirect buffs like card type (Buster up), crit damage, NP damage, etc., and even enemy DEF down (since that is just like an ATK up)
