I would use whoever has the higher level and stats, you could put an event CE on anyone else to help support David or LuBu. Though, I think you should still get the boost as long as they're in your party.

Now that the Sanzang event are going to start I 'm thinking in power up one servant that gain drops on it. My options are LuBu (NP1) and David (NP3).
Archers, I have Robin and Euryale -- lvl 70 and I'm saving SQ for Arturia and also I want to power up Kuro.
David is more like support servant but in this category I have Tamamo, Shuten, Jeane, Bride and Mash.
Bersekers, I have TamaCat (lvl80) and Fran (lvl1) but both are AEO NP, I would prefere to power up another zeker for ST NP but I don't have any other at the moment and I will not roll servants till Summer.
I think that David have more utility than LuBu but a ST NP zeker would be usefull also.
How worth is powered up one of those servants for this event?
Wich one you would chose?

David's probably more useful in the long run than Lu Bu. I know he's been a godsend since I pumped him up over the course of Rashomon. Harp of Healing is actually busted.

Both are top tier 3*s Lu Bu has absolutely insane damage on his NP while Davids Harp of Healing is very good and having the 2nd highest attack among 3*s(1st is Lu) means he puts up decent damage too. Given how many strong support servants you already have I'd say Lu Bu but honestly both of them are so strong either will work.
