Arts effectiveness increases the damage of arts as well as NP gained. NP gain increase may not increase damage but it increases the NP gained off any card, arts or otherwise.

NP gain CE Will help you build NP bar Faster, not only when you're attacking taking hits will increase the gains as well.

For me i use NP gain CE like Divine Banquet or Chaldea Life saver for Leonidas, He can gain absurd amount of NP really Fast.
Some skill only increase NP gain from attacking, some will increase both of them.

Suppose that you have a 20% increase to arts effectiveness, vs a 20% increase to NP gain: they will both give you the same NP on an arts card. However the arts effectiveness will also increase the damage of the arts card. On the other hand, the NP gain CE would also make you gain more NP when you're the one getting hit, and it will make you gain more NP on non-arts cards (where applicable).
