Could be good for servants have function of potential critical damage or generate lots of stars but no skills related to star abortion. But also you want servant with that CE have more tanky traits
For instance,
Cu in stall team.
4060 Caster team versus Assassins but you need 1 of 3 casters with that CE to utilize the star more effectively.
Or Jack if you put her in a pure Assassin team to deal with Rider bosses.
Just be advised that put this CE to some low star weight servants but put them in team with high star weight Servants still wont work good. Because 300-400% is still not quite high. For instance, equip it to Avenger or Berserkers but team with other servants with star weight ?60 (caster).
Meanwhile, compared with Sealing Designation - Enforcer, this CE add your servants' hp only rather than attack status. Then not quite practical if you want your servants to purely pour damage to enemy. Like for Karna, Sealing Designation - Enforcer is more better.
