I've downloaded the game from apkpure, but SQ purchase works well, so that's not the problem for sure...

Are you from Indonesia? What’s the currency of your google play gift card?

I'm from Argentina, I'm using a credit card not a gift card.

currency conversion costs perhaps?

I think the problem might be on the card, my little sister tried to buy something for another game and it rejected it too.

You can buy quartz only with US dollars and not any other currency so that might be source of your problem

As the almighty dollar would suggest otherwise, you can purchase quartz with your local currency (I live in the Philippines).
However, I'm not so sure why you can't use your credit card though.
Did you make sure you linked your card info to Google Playstore (or whatever provider you're on)?

I think the problem is with the card, my little sister tried to buy something (for a different game that doesn't even use google play) and it rejected the transaction.

Sorry for off-topic but why are your prices higher than mine? (Also in Philippines). The highest pack for me is at ₱3,990.00 and the 2nd one is at ₱1,990.00.

Possible they use a service such as Scientific Revenue in your region who adjust the prices of in game items based on estimates of the players income and how much they are likely to spend. A scummy practice no doubt but one that is likely more popular than people realize as unless situations like this come up few will even realize it's happening. Or it could be *something* else though I don't know of anything else that would explain this.

Android prices are much expensive comapared to apple price for the phillipinnes atleast. This is why most PH players but there SQ with apple.

It's happened to me certainly but i downloaded the game off google play..... (my bank locked my card because it looked suspicious) check to see if your bank locked your card.

After reading through all of the answers, there is still one possibility for buying SQ with a credit card and that is by setting up a Paypal account. You will only need to link your credit card to your Paypal since google play doesn't accept Paypals without a linked credit card. And if that doesn't work, then there is a issue with your credit card.

I don't think I'll set up a Paypal account, the card isn't mine to begin with and I've seen some people have had issues with Paypal.

Tomorrow I'll have to call the bank and see if the card is allowed to do online/international purchases.

Can you make any mobile purchases?

Haven't tried but my little sister tried to buy something for a different game (that isn't even from google play) and it rejected the purchase too so it's most likely a problem with the card/bank.
