Can I skip buying the Halloween CE if I received a drop
I received one Wizard and Priest from a drop. Does this mean that I should buy only 4 for Max Limit Break bonus and skip the other one because the bonus is capped at 100%? Or does buying an extra one has use like burning it will give rare prisms?

Depend on your needs.
Do you need more material for upgrading your Chaldea ? Then buy all of the event farming CE for max grinding sensation.
Collection ? Roll the Gacha, FP Gacha and do the event completely.
Your servant gain benefit from one those CE ? Pick the best you need the most.
Only targeting welfare servant and Grail ? Just do and wait the event story and patiently wait AP to refill.
No, it will only give you Mana Prism.
Burn Elizabeth Halloween Dragon Saber ? No, it will give you Mana Prism.
For me i will take both Wizard and Priest and Dragon Idol Buster CE. Both have good relations with my servant ability and i'm F2P, these CE's considerably have good stat and Effect.
Though it's up to you, based on your situation and your needs.
