I am not sure about your first question but as for the second, it will take the rest of the cash from your card that you have on your account. So yes, your first example will be what will happen.

I received a Google play gift card, which I want to use to buy some SQ. Except I'd like to clarify some things first.
1) Normally when I buy SQ, I pay an amount in euro based on dollar-euro exchange rate of a SQ pack. Does the gift card need to be in dollars for the payment to work or will euro card work too?
2) Let's say my Play store wallet has 20 euro left in it and I buy a pack worth ~23 euro. What happens then? Does it empty the 20 wallet balance and tops up the remaining 3 via bank transfer/Paypal? Or does it go straight for bank transfer, since the amount is insufficient?

1. I heard that you can only purchase SQ using USD Gift Cards for which you need an American Billing Address (you can make a seperate profile on Google Pay for that, however your wallet needs to be below 10€ and they get voided). I switched for that exact reason when I received an American gift card. However I have not actually tried using European Gift Cards, I only heard from friends they don't work so no proof!
2. If your payment method is set to PayPal it prioritizes the wallet and then issues the rest via PP, I had that happen in December. Fortunately PayPal also converts currencies so if you decide to switch profiles as described in 1. money issued via PP will be converted into USD using today's exchange rate.
I had some gift cards from christmas and used them. Interestingly Google made there no difference. Just converted the € into $ without any problem. But I can't give you a letter and seal that it always works. And I don't have any gift cards left.
