Bond CE clarification

Example:
(Hecate's Staff) When equipped on Medea, Increase Party's Arts Card performance by 15% while she's on the field.
(Crown of the starts) When equipped on Altria Pendragon, Increases attack of all allies by 15% while she is on the field.

Now, the one with bond ce need to be on the startup line and we're fine; does the effect of the bond ce affect the owner in the first case ?
