You can only get the lighters from the event, so you'll have to wait for the rerun.

Bear Lighters
Hi everyone, I am a new player (just started out during the sanzang event) last event I got a free kintoki 4* but I only have 3 lighters to ascend him. (I got no idea these free servants have diff materials to ascend) I want to fully ascend him so badly so I was wondering if the material is only event special or I could buy it in shop in the future. I heard Jp server hold reruns so if I didnt get any chances of getting it as a drop then that would make me likely wait for it another year, i guess.

You need to wait for the Onigashima event rerun, which is maybe next year? Cause lighters were onigashima DP (raid Damage Points) rewards. Also Kintoki(Rider) is not only a welfare servant but also a limited Onigashima only servant (if ive remembered correctly?) so it will take awhile..
