Banner question

Hello, I am fairly new to the game and I’ve been saving my SQ from the beginning of the game for the summer banner part 2. I’ve been wondering if Altria (archer) is locked because I didn’t finish the story. Do I need to finish a part of story to have Altria unlocked for the summoning pool? I’m currently working on Okeanos rn! Thanks!
