So far in my experience, I have found that although Altria is better for survivability, Altria Alter is better for damage (and cheaper in cost). This is also affirmed by Gamepress, Altria Alter is in the S class tier (in the 4 star tier list), and "In terms of AOE damage output in a burst, Saber Alter is not by surpassed by anyone, even SSR’s."
Whereas Altria is in the B class tier for 5 star servant. Although they are roughly equal (due to both having 50% Mana Burst buffs), Altria Alter comes at a cheaper cost (12 compared to 16) and has 50% more damage at each NP level. Also, although her attack rating (without being grailed) is less than Altria (without being grailed), it is higher when grailed.
All in all, it comes down to purpose, if you are using them for farming low HP enemy waves, then Altria is the way to go (due to her 50% NP recharge rate on 500% overcharge, usually it would only be 100-200% overcharge resulting in 20-27.5% NP charge, but assuming 500%). Else, if you're looking for damage, Salter is right choice. Lower "Cost", enabling more 5* CE's equipped, higher NP damage - and attack, and IMO, a better Stage 4 Ascension image.
To be frankly honest, it doesn't matter too much which one you choose.
If I'm wrong about any of this, veterans please correct me - I'm still relatively new on the mechanics of damage and NP charge and such like.
