You seem pretty set for Archers already (Gil by himself is a showstopper), so unless you're a really big fan of Artoria, it's not unreasonable to skip her banner.

About Archuria
I have a Gilgamesh, Tesla and EMIYA (NP2) as my primary archers
And I'm aware that there will be an event right after summer that offers a welfare archer who's basically a budget Archuria with a higher NP dmg output due to NP5
So, knowing all this, should I roll for Archuria or better save my quartz for the future banners?

While there's indeed no shortage of archers in my possession, my point of concern was that there's no good ST NP ones among them, which is why I considered rolling for Archuria in the first place. I'm just wondering if Kuro can fill that role well enough

Gil does single target damage against servants which is the majority of bosses so it's not really an issue.

She can. She's one of those four star servants that can give 5 stars a run for their money in terms of usefulness. Also, I'm pretty sure even now in JP she's still considered one of the best welfare servants.

Though Robin is not the Spammer that either Archuria or Kuro is (though with his Arts Deck and Golden Rule, he's not way far off) he may be able to hold you over for a while.
He has some of the best ST Archer damage in the game, and with his new strengthen quest you now have a Third Skill packing an Evasion to make him more durable, a Sure Hit to take down pesky dodge-spamming foes, and a decently generous, scale-able Crit Star gift, all in one skill. He just became even better.
I won't assume that you haven't already ascended him, but if not, he's a hell of an Arts Archer Nuker.
Chloe looks like she'll be amazing, though. I'd say by the looks of it, she's still one of the top 3 welfares even by JP standards; right up there with Kintoki Rider and Assassin Shiki.

You honestly already have good archers, so skipping the entire banner is an option. Chloe is basically a 4* Squirtoria but better (amount of jail time). Tbh only reason to summon on the banner is because of waifus
