Free Quests and Daily Quests aren't really the best place to farm for materials asides from piece, monuments, and gems. But even for those, it's still better to get them from events. The drop rates are horrible and, if your unlucky, you might not even get a single one even after 8 runs on the quest.
Big part of the reason is that the gazer is a rare enemy spawn in the training grounds, and isn't guaranteed to drop a tearstone if it does spawn. Better luck with a free quest where gazers are guaranteed enemies. But even then the drop rate is poor because it is a gold material. Event shops are much more reliable sources of gold material, if it decides to stock that item.
