Gameplay wise, Herc is better because he can pretty much solo the whole part 1 until Solomon, but you need grailed lv. 90 and bond 10 Herc to do that. Emiya is really good late game in art crit team, if you don't do art crit or art team in general, don't bother with him. Pick whoever fits your play style more.
