Emiya becomes much better after his interludes so if you want him he'll become good later and is passable now. Heracles is of course a contender for best 4* so you can't go wrong with him. Only other option worth taking is carmila but as you said you're good on assassins. Personally I'll be taking Emiya but Heracles is the stronger option if you're going for pure usefulness.
As for Scathach she is quite good with the 2nd strongest NP in the game before taking her anti-divine skill into account and a guaranteed stun is always nice I wouldn't say you need her but if you like her you'll definitely find her useful though with that many pulls you'll only have about 1/4 odds of getting her.
