1. You can max both.
2. You can spend them as you get them. If you have enough Mana Prisms to buy all the Fous from the MP shop you can either max out a servant or store them for later if you don't have anyone you want to max out. For the other misc Fous that you get in the FP summon, just use them without worry.
3. Tickets should be your first priority. After that it depends. I buy all the Fou cards, sometimes the exp cards too, and completely ignore the Mana Prism CE.
Some people say that the CE is a must, some say you should only buy it if you can buy all 5 to MLB, and some say you should ignore it.
