Nothing in the FP gacha has a rate-up. Also, the odds of you getting exactly what you want in that gacha is divided among all possible servants, CEs and exp. cards available in it.

FP gacha odds
I've never seen an actual list of the odds of the FP gacha. Anyone have a link handy? This site has a simulator for it, so that must mean it has the odds programmed into it...
I started tracking my own rolls, which includes getting event CEs, and either I am being consistently unlucky or these CEs don't get much of any "rate up". After over 700 rolls recorded, I've only ever pulled 3 event CEs (this covers this Valentines event as well as the Moon Goddess event in Jan). This works out to being only 0.4% of all event-duration pulls, out of a total result of 5.8% being 3* CEs.
That seems pretty low considering that these CEs are mainly relevant for only a short period of time

Sometimes fp gives you 4 event CE's in 200 pulls, other times 300 gives you nothing. Just like the sq gatcha.
