If a 5 star servant were on rate up, within the 1% chance of landing .7% is for your targeted servant
If your going for 5 star CE within the 4% of landing 2.8% is your target CE.
In both instances within the predetermined chance of you pulling either (1% and 4%), your chance of getting your target are 70%
But im not after a 5 star im aiming for a 4 star ;)
Does this hold true for 4 star servants and CE's? is it still a 70% chance to land your target? or is it a different number entirely?
I haven't paid attention to the 3/4* rate up odds, but here's a reddit posting that says a 4* is 1.5% (or half of the total 4* chance), and 3* is 4% (or 1/10 of the total 3* chance), at least on that specific banner:

So is it safe to assume that 4 star rate up CE's only have 50% chance of showing up versus the other CE's?
These rates are sad man. They get lower and lower.
For CEs, the current banners have the odds:
5* = 2.8% (70% of 5* CE total)
4* = 4% (33% of 4* CE total)
3* = 8% (20% of 3* CE total)
