His next rate up banner would be in the summer of NEXT year. He will be on the second banner with casgil as well. The best time I could give you is 12 of august 2020.

"It's not over as long as the banner is still up" is what I often tell myself. Three quartz is all you need to summon him, so don't give up just yet.
