You need the Japanese version of the game. I don't know which Mobile device you use, so I can only tell you the way for Android. There you can get the apk from the App Store called "APKpure". Either you download it with your PC, copy it on your phone and install it or you install the APKpure App Store on your Phone. There you can search for Fate/Grand Order. Don't download the English version.. Just Fate/Grand Order. It is important, that the publisher is Aniplex.
If you want to play it on PC, I can recommend you the Android Emulator Nox.
