There hasn't been a re-re-run on the JP server yet so at the moment no.
Just to correct you though, Lancer Eli is not welfare. Eli Caster and Eli Brave(Saber) are the Elizabeth welfares.

Earlier Welfare servants
If someone started after the re-run of the servant's event already past (say santa alter, lancer Eli, etc) will there be a way to get them ever or not?

Yeah, welfare servants never get more than two runs. I would imagine at some point they'll put them in the RP shop, or otherwise have some method of obtaining previous welfare servants.

While that is the hope, the fact that even in JP where some event re-runs have come and gone for over 2 yrs now without something like this happening makes it seem like it's not a priority for them. And then it anyone's guess if we'd have to wait for 2 yrs or not for them (some QoL changes do happen quicker than the 2yrs ahead that JP is).
