Best place for Gears (inconsistent info in Gamepress)

I may be mis-interpreting the numbers but the Gamepress page for Eternal Gears says Windy City has the best drop rate for Gears at 51 APD followed by Soothing Wells at 68. Yet when you go to those areas pages, Windy City takes 21 AP and has a 16% drop for one gear and Soothing Wells takes 18 AP with a 30% drop for one gear. I'm not great can APD calcs but it looks a lot like Windy City produces a lot less Gears. Is there incorrect info hear? Am I wrong in my interpretation? Any help would be appreciated as I'm gonna need to grind my gears (I promise this is not about that pun).
