Asides from leveling, no. Leveling up is the only way to increase max number of friends. Though the max level cap will increase with the release of Shinjuku and, again, with the release of Lostbelt. Max friends will eventually reach 80 I think. Or 90. Can't remember ATM.
Well, it's possible that they're just busy at the moment so they can't really play but they still login for the bonuses. But if it's been going on for a very long time (and you need a free slot for a new friend) then maybe consider removing them to make space for a newer, more active one. It's really up to you though if you think they're worth keeping for some reason.
