If the goal is to just have a 5* servant for each class (That includes Avenger and Ruler), which summon is worth it?
Story or the Rate up Summons?
Currently tempted to dump all my tix and SQ tomorrow on Ishtar, Kintoki and Musashi rate up.
- which summons worth it ? If it’s pure for gameplay and effectiveness then you summon from highest tier : Merlin, Waver, Gilgamesh, Cu alter,....

- I dont think tomorrow banner is good since the chance for each servant is 0.7/3
The rates are low tomorrow since there are 3 servants in the banner, but Ishtar and Musashi are very much worth it. I have both Ishtar and Gil, and I actually prefer Ishtar to Gilgamesh. Musashi and Okita are by far and away the best ST Sabers so taking some shots at Musashi while she is available is definitely worth it. I don’t really love Kintoki that much myself. I actually use Ibaraki as my main damage dealing berserker over him. But if you can pull Ishtar or especially Musashi, I really doubt you’d be disappointed.
I’ll usually only go to the story summons if the rate up banners don’t have anyone I’m interested in. You can still get spooked by some of the same servants in the rate up banners as you can the story summons. Just compare the lists of available servants to see where the servants you really want are. I also wouldn’t say the purpose is to get 5* in every class. I’d say I’d rather have a good ST and AOE for each class, even if they aren’t five star servants. A lot of the best AOE servants can be 4* and there are some great ST welfare servants too
Most would advise against story because you never know what you get. It's usually more effective to decide on which servants you want and then go for them during rate-ups.
Rate up is a lie! Half of my 5*'s were not the rate up servant when summoned. Even the rate up for 3*'s is a lie, I got soooo many non rate ups before I got 1 copy of Taiga, including Nitocris and jack.
