I don't think it's available anywhere else so far. Maybe hope that in the future it gets added to the rare prism shop, but right now it's unobtainable.

Halloween Princess
Is there any other way to get the Halloween Princess CE because I was so unlucky that i didn't get it from the Halloween rerun and my friend told me that ill never get it again which worries me... I just want to confirm...

Not anymore. But there are many better CEs out there because of Halloween princess low atk bonus so you don't have to worry about it. For example Holy Night Supper or the next Halloween CE is arguably more useful if you raise its level.
