Who should I level to clear story?

The BB event this year will require to clear Solomon.
Currently, I am on Mordred second encounter in Camelot.

I tried twice with Chloe + support Waver but she died so I am leveling David to clear this level.

Who should I prioritize leveling to clear story?

Max Levels I have:

Emiya (assassin) lvl 80
Cú (lancer) lvl 70

Hans lvl 65

Other servants:
Xuanzang Sanzang lvl 80
Tamamo Cat lvl 70
Merlin lvl 44
Tamamo no Mae lvl 1
Lancelot lvl 57
Siegfried lvl 60
Vlad (lancer) lvl 40
Medusa lvl 60
David lvl 60
Medusa lancer lvl 1

The obvious ones are Merlin and Tamamo no Mae that I got in the guaranteed gacha.
Who else on the list? Any other 3/2/1 stars?

Lancelot (Saber) and Siegfried carried me mostly in Babylonia. Them plus support Waver is sure win, no need for backline. If you want to, level Asterios for the giggles in certain bosses.

You should rise Tamamo no Mae, Merlin and Lancelot (saber or Zerk doesn't matter), as for 3*, your Mash must be Maxed to improve her further after Camelot, the other servants can wait a little.

Just an extra advise, go for the ascensions first of all your priority servants (Merlin, Tama, Lancelot and Mash), and after that, then you can focus on raising their skils, otherwise you can awake to a nightmarish reality of underleveled servants and no QP to keep lvling them up.

Lancelot. ST Saber will be useful for Tristan and LArtoria.

I borrowed Chloe for Gawain and she has crazy damage (can't believe she's welfare)! Its a shame she has never gotten a rerun.

I don't remember what I used for Mordred but I guess Herc, Robin and a support Waver didn't have much trouble with her.

You're gonna need a good ST Saber for both Camelot and Babylonia. Seeing as you are sorely lacking in that department, your best bet is to either find a good Saber support or invest in Caesar if you have him NP5(he's worth the investment).
You'll also need a ST Archer for the other Camelot bosses, which your Kuro fulfills nicely, assuming she's NP5. She should be able to easily deal with the Saber bosses in Camelot with a bit of support. David is also a good backup Archer as he has one of the highest 3* Attack values and a skill to save your hide from an enemy NP.
Babylonia consists of quite a few Rider(Dragons) and Assassin enemies, so your Siegfried and SanZang would come in handy.
